Menu bars retain keyboard focus when opened

On Windows and Linux, opening an in-window menu bar with the keyboard can return focus to the previously focused control while leaving the menu visibly open. Keyboard input then reaches that control instead of the menu. Menu bars should retain keyboard focus so users can navigate the opened menu immediately.
