GroupBox clipping and Calendar values are configurable in the visual designer

GroupBox clipping and the Calendar locale and selected date are useful runtime properties, but they cannot currently be configured in the visual designer inspector. Expose them through the complete designer pipeline so RAD projects can configure them without startup code.
