Menu font size differs between designer and runtime

On Windows and Linux, menu bar text appears larger in a running desktop application than it does in the Window Designer. The designer and runtime should both use Objo's established 12.0 default control font size so menus remain consistent with other controls and the visual preview accurately represents the application.
