Breakpoint gutter no longer displays the text-selection cursor

When the mouse pointer moves over the breakpoint gutter beside a rendered line of code, it remains an I-beam even though clicking the gutter toggles a breakpoint. The gutter should display the standard arrow pointer used for interacting with desktop interface elements.
