Toggle Comment displays a generic Ctrl+" shortcut even when the active Windows keyboard layout assigns a different character to the underlying OEM key. On Belgian AZERTY this directs users to the number-row 3/" key, while the unchanged legacy shortcut is on the ² key. Studio should display the actual key for the active layout without changing shortcut dispatch, existing QWERTY behaviour, Ctrl+3, or AltGr character input.
