Menu and toolbar editors ignore Copy and Paste for selected items

Copy, Cut, and Paste do not operate on selected items in the Menu Bar Designer or Toolbar Editor. The commands either do nothing or affect a focused inspector text field, preventing items and nested menu trees from being duplicated or transferred between compatible editor documents. The commands should act on the selected editor item, preserve its relevant properties, resolve identifier conflicts, and participate in undo and redo.
