RadioButtonGroups have inconsistent Desktop and Web appearances

RadioButtonGroups have inconsistent appearances in Desktop and Web apps. Web groups look like GroupBoxes because they have a border and visible title, while Desktop groups display only their radio-button rows. The Web title is derived from accessibility metadata or the control name and is not an editable caption property. Row spacing also differs between the Web designer and runtime. Both targets should expose a consistent, deliberate appearance, title, spacing, and keyboard-focus contract.
