Web Pie and Doughnut chart percentages are missing the % sign

Pie and Doughnut charts in Web projects no longer show a % sign on the values they display. When ShowValues is enabled, the slice labels print bare numbers (for example 27) instead of percentages (27%), and the tooltip percentage is missing its % sign (for example (26.7) instead of (26.7%)). Desktop charts print the % sign in both places, so the Web output no longer matches.
