Long single-process Studio test runs slow down over time on Windows

Running the full Studio test suite as a single process on Windows slowed down progressively: tests that take a fraction of a second in isolation took minutes by the end of a run, with the slowest tests exceeding 45 minutes. The complete suite could not finish in under three hours. Test runs are now expected to complete in a bounded time regardless of how many tests execute in one process.
