Web Slider focus rings are drawn too small

The Web Slider's keyboard focus ring is drawn much smaller than the control. The outline hugs an invisible 8-pixel-tall element while the visible slider is about 20 pixels tall, so the focus indication looks like a thin sliver and does not respect the control's height.
