Web ListBox HoverHighlight has no effect at runtime

The ListBox HoverHighlight property has no effect in Web apps. Hovering the pointer over rows at runtime never highlights them, although HoverHighlight defaults to true and the desktop ListBox highlights the hovered row. Web ListBoxes should highlight the row under the pointer the same way, without replacing the selection colour.
