Web inspector Rows and Items editors no longer show a large blank area when empty

In the Web designer inspector, the Rows editor for a ListBox (and the Items editor for a ComboBox) reserves a large blank area even when the collection is empty. The list should stay small when there are no rows or items and grow as they are added.
