Web ListBox does not show the first row added after opening

A Web ListBox that starts empty may fail to display its first added row. Calling Refresh does not make the row appear; clicking a column header or reloading the page does. Rows added after the first row is visible update normally. The first row should appear automatically when it is added, and Refresh should update the displayed ListBox.
