Add Event Handler command ignores the selected control in Code view

In a page's code editor view, the Insert → Event Handler… command (and its Option-Command-V / Control-Alt-V shortcut) offers the page's own events even when a specific control is selected in the Members panel, while right-clicking the same control node correctly offers that control's events. The route you use to reach the dialog should not change which events it offers.

Reproduces for desktop Windows, web pages and (before its branch fix) mobile pages. In Designer view the command already honours the selected control; only the Code view combination is wrong.
