Web ListBox blanks its rows for a frame after every selection change

Selecting a row in a Web ListBox made the whole table blank for a moment. Every click or keyboard selection flashes the grid empty and then redraws it, which looks like flicker and can read as data loss on slower connections.

The table now keeps its rows visible while the refreshed data arrives, so selection changes no longer flash.
