Public summary
A Web Spinner remains visible as a stationary arc when Active = False, including immediately after adding a Spinner to a new Web project and running it. An equivalent desktop Spinner correctly shows no busy indicator in that state.
Both controls default to Active = False. The expected runtime behaviour is that Active = True shows and animates the busy indicator, and Active = False clears it while preserving the control's placement and inherited Visible value.
Studio's desktop and Web designers should always show a static, non-animated preview so the control can be positioned without distracting movement, regardless of its authored Active value.
