On Linux with a German keyboard layout, Ctrl+# can insert a # character instead of toggling comments. If text is selected, that text is replaced by #. The Edit menu also shows a misleading Ctrl+" shortcut.

The shortcut should toggle comments on the current line or selected lines without replacing the selected code with a typed character.
