Public summary
In web projects, the Keyboard module cannot be used. Any reference, such as Keyboard.ShiftDown inside a Canvas MouseDown handler, fails to compile with Undefined identifier 'Keyboard', while the same code compiles and works in desktop projects.
Expected behaviour: Keyboard is available in web projects with web semantics, matching what the web runtime already implements. ShiftDown, ControlDown, AltDown, and CommandDown reflect the modifier state of the browser event being handled, IsKeyDown/IsPhysicalKeyDown track the session's key state, and the Startup* properties always return False because a browser session has no launch-time snapshot.
Impact: web charts and canvases cannot implement shift-click or modifier gestures, which ChartView needs (forum 1354).
