RadioButtonGroup fires SelectionChanged during designer initialisation

A Desktop RadioButtonGroup can call its SelectionChanged handler as the window starts, before the user changes the selection. Applying the rows and selected index saved in the designer should not replay setup notifications into the window's handler. Later selection changes made by the user or by application code should still notify subscribed handlers.
