Public summary

An empty SegmentedButton can appear blank in the Desktop designer even though its selection handles show a larger configured area. The Web designer displays a visible rounded container for the equivalent empty control.

The Desktop preview should honour the control's configured Width and Height, both when empty and when populated, and update correctly when resized.
