Ctrl+S does not open Save As for new unsaved solutions on Windows

On Windows, pressing Ctrl+S in a newly created, unsaved solution did nothing instead of opening the Save As file picker. The File > Save menu item showed the Ctrl+S shortcut and correctly opened the Save As dialog, so users could save only by using the menu.
