App.AppearanceChanged does not fire when OS appearance changes

App.AppearanceChanged is not firing for desktop apps when the OS light/dark appearance changes on macOS or Windows. User code that handles the event never runs, so apps cannot refresh appearance-dependent UI when the system theme changes.
