Duplicate project names are allowed in solutions

Solutions could contain more than one project with the same name. Duplicate project names can collide in solution storage, project selection, and build output paths. Studio should prevent duplicate project names while creating or editing projects, and should refuse to open a saved solution that already contains non-unique project names.
