Controls can ignore small explicit sizes due to themed minimums

Controls laid out by Objo Studio can ignore small width or height values when Avalonia's Fluent theme applies a default MinWidth or MinHeight. In the reported case, setting a ProgressBar width to 20 updates the Objo Width property but the control still renders much wider.
