Code view member sidebar context menu is missing add actions

In Code view, right-clicking the Members sidebar blank area or a member category only shows Paste. The menu should expose context-sensitive add actions, such as Add to Window1 > Method/Computed Property/Property and Add Method when the Methods category is selected.
