Solution navigator shows empty tooltip shell on hover

Hovering over items in the Solution Navigator could show a small empty black tooltip rectangle, including when Settings > Editor > Show hover information was disabled. The navigator should not show an empty tooltip, and navigator scope tooltips should honour the hover information preference.
