TabPanel designer shows default tabs after all tabs are deleted

Public summary

When a TabPanel has no tabs because all tabs were deleted, or because the layout omits initialTabs, Studio's visual designer still renders placeholder tabs labelled Tab 0 and Tab 1. Runtime correctly displays no tabs. The designer should match runtime and show an empty TabPanel.
