Class-nested enum qualified names are not recognised

Class-nested enum types can be declared and used by short name, but the compiler does not recognise the fully qualified ClassName.EnumName form. This causes declarations such as Property State As MyClass.States = MyClass.States.Normal to report unknown type/member errors instead of compiling.
