Edit Paste does not paste copied members into empty source tabs

Copying a member from one source file and then using Edit > Paste or the keyboard paste shortcut in another source file with no members does not paste the copied member. The same copied member does paste when using the member sidebar contextual menu. Keyboard and menu paste should paste a copied member into the active class/module even when its members list is empty.
