Fix ScrollBox edit-mode hosted control drag ghosting

Dragging a control inside a ScrollBox while the ScrollBox is in contents-editing mode can show a stale duplicate or ghost of the dragged control. The selected drag outline moves, but the original hosted visual can remain visible in the ScrollBox content area during the drag.
