Allow breakpoints to be toggled while paused in the debugger

During a debug session, developers cannot reliably turn off a breakpoint after it has paused execution. This makes watchpoints awkward to use, because a temporary breakpoint used to set up a watchpoint can keep interrupting every loop iteration.
