Support compound assignment for all assignment targets

Compound assignment currently supports bare variable targets such as x += 1, but rejects explicit assignment targets that users expect to work, such as obj.Count += 1, Me.Count += 1, items[i] += 1, multi-index user subscripts, and Assigns call targets. ObjoBasic should support compound assignment anywhere normal assignment is valid, with the target evaluated once.
