Studio designer shows false orange out-of-bounds overlay for PopupMenu filling ContainerControl

Opening a ContainerControl whose bounds exactly match an embedded PopupMenu can show an orange out-of-bounds designer preview outside the container even though the child is within bounds. The designer should not draw clipped-control chrome for a child that exactly fills the container.
