Graphics.CharacterSpacing is ignored by DrawText

Setting Graphics.CharacterSpacing before calling DrawText has no visible effect. Text drawn with larger spacing values renders the same as the default zero-spacing text. The expected behaviour is that subsequent text drawing uses the configured extra spacing between characters.
