Designer placeholder previews use icons that differ from Control Library icons

Some designer placeholder previews use a different hand-built icon than the icon shown for the same control in the Control Library. For example, dropping a Chart onto a window shows a stacked bar placeholder in the designer even though the Control Library uses the Chart asset. Placeholder previews should use the same Control Library icon assets when they are representing the control type.
