Designer alignment treats mixed locked selection as single-control alignment

When selected visual designer controls include locked and unlocked controls, alignment commands currently ignore the locked controls before choosing the alignment reference. If only one selected control is unlocked, commands such as Align Right can treat it as a single-control operation and align it to the parent/window edge instead of to the selected locked controls. Locked controls should remain fixed but still act as alignment anchors for unlocked selected controls.
