Bottom toolbar tooltips show correctly at the screen edge

When Objo Studio is positioned against the bottom edge of the display, hovering over the bottom toolbar buttons can show only flickering instead of a stable tooltip. The tooltip should appear normally without requiring space beneath the IDE window.
