Inspector sidebar not correct when switching form Code to Designer view

Public summary

The Inspector sidebar is active in Designer mode. After working in Code mode and switching back to the Designer mode, the active sidebar is Inspector but the content is the control library sidebar.

Steps To Reproduce

Select the Inspector tab
Switch from Designer mode to Code mode
Switch back to Designer mode
The Inspector tab is active but the content is the Library content
