Toolbar overflow previews now open only when requested

Opening a toolbar in Objo Studio currently opens its overflow preview automatically whenever the toolbar contains overflow items. The open flyout can obscure the editor and consumes the first click on an ordered item. Overflow previews should start closed and open only when the user requests them.
