Desktop apps remain stable while stepping through Paint events

When debugging a desktop project, pausing and stepping through a Canvas Paint event could intermittently terminate the desktop host. The reported failure occurred around DrawPicture while rendering an SVG. The debug host should remain stable while paused, stepping, or resuming.
