Tab moves from toolbar buttons to window controls

After keyboard focus enters a window toolbar, pressing Tab does not move focus to the next window control. Tab and Shift+Tab should leave the toolbar normally so keyboard users can continue navigating the window. The toolbar focus ring can also use the wrong colour while focus is trapped.
