Pragma view now keeps annotations visible while code has syntax errors

The Pragma view can omit Todo, Hack, and other annotation pragmas from an entire source file when unrelated code in that file has a syntax error. Valid annotations should remain visible while code is being edited so developers do not lose track of outstanding work.
