TimePicker initial times can now be edited in one inspector field

The TimePicker inspector should present its initial selected time as one compact, time-only editor instead of separate Hour, Minute, and Second fields. Developers should be able to choose a fixed time with the native picker, clearly leave it as the current time at application launch, and reset a fixed value back to that dynamic default.
