Pin the Hierarchy beside the window designer and code editor

Allow the revamped window-designer Hierarchy to remain visible while working in Designer or Code. Users can pin the Hierarchy beside the workspace on the left or right, resize it, and return to the existing full-width focused Hierarchy view. Studio remembers the chosen placement and width.
