Public summary

Windows command-line projects currently offer only loose unpackaged Publish output, while desktop projects can also produce a Portable ZIP. Add the same Portable ZIP convenience to Windows command-line publishing: a Windows command-line project can Publish to an unpackaged application folder (the default) or a Portable ZIP archive containing the complete runnable payload. MSIX remains exclusive to desktop projects.
