Keep debugger controls available while viewing console output

Keep the debugger execution controls available in Objo Studio’s main toolbar throughout a debugging session so developers can continue, pause, step, and stop while viewing console output or another bottom panel. Studio should present the Debugger panel for the initial pause, then respect a bottom-panel choice made by the user while stepping.
