ListBox exposes scroll position and scrollbar display controls

Add APIs for reading, restoring, and observing a ListBox scroll position, together with explicit control over whether each scrollbar is available and whether unneeded scrollbars are hidden. This supports restoring UI state, synchronising lists, and building custom navigation without changing row selection.
