Allow individual PopupMenu rows to be disabled

PopupMenu should allow individual rows to remain visible while temporarily unavailable. Add RowEnabled(index As Integer) As Boolean and SetRowEnabled(index As Integer, enabled As Boolean). New rows are enabled by default; disabled rows use the native disabled appearance and cannot be selected. The capability should behave consistently in Desktop and Web projects.
