Add a context menu to the Web page designer surface

Right-clicking the page background in the Web page designer does nothing — a contextual menu is only available on controls. Desktop window designers offer a background menu with Add Event Handler…, selection, and Paste. Add a matching context menu to the Web page surface so common actions such as Paste and adding page event handlers are reachable without first selecting a control.
