Add Cut, Copy, Paste, and Duplicate to the Web Timer context menu

A Timer's context menu in the Web page designer offers only "Add Event Handler…" and "Delete" — no Cut, Copy, Paste, or Duplicate. Desktop Timers support the full clipboard set like any other control, which is how users move and duplicate them. Add the clipboard actions for Web Timers.
